Judy spent the first eight years of her career practicing corporate and securities law at Shaw, Pittman, Potts & Trowbridge in Washington, D.C. and then at Bass, Berry & Sims in Nashville. In 2004, Judy transitioned in-house to serve as Assistant General Counsel at Emdeon, followed by six years as Senior Counsel at HealthTrust Purchasing Group. In 2012, Judy was recruited to lead the M&A team for an oil and gas company, Delek U.S. Holdings. She returned to private practice by joining Riggs Davie in 2014.

Judy has presented on the topic, Legal Issues in Healthcare Supply Contracts, at hospital systems around the country and at the national conference of a group purchasing organization. She has led several webinars on the same topic for The Association for Healthcare Resource & Materials Management and created a training program for contract managers based on the information presented.
Negotiated the acquisition of membership interests in a healthcare group purchasing organization by a competitor.
Negotiated and closed acquisitions of a biodiesel plant and an oil and gas terminal for a diversified downstream energy company.
Structured three shelf offerings of $1.5 billion of debt securities and handled related takedowns for a leading healthcare company.
Worked on a $1.5 billion shelf offering, private placements of debt, real estate acquisitions, swap transactions, and a unit investment trust deal for a REIT.
Drafted and negotiated vendor contracts covering billions in member spend for a healthcare group purchasing organization, primarily in the clinical and medical device categories.
Developed and updated a healthcare company’s entire slate of business associate agreements to comply with HIPAA.
Formed a $200 million international venture capital fund and drafted all related agreements.
Established an office in Shanghai, China for a U.S. healthcare company, and counseled company representatives on the Foreign Corrupt Practices Act.
